The rules of admission to ChelSMA

The rules of citizen’s admission to the State budget institution of higher education "Chelyabinsk State Medical Academy" of the Ministry of Health and Social Development of the Russian Federation for 2012-2013 academic years

I. GENERAL REGULATIONS

1. These Rules are designed in accordance with the Civil Code of the Russian Federation, the Federal Law "On Higher and Postgraduate Professional Education" of 22.08.1996 № 125-FZ, subsequently amended, the RF Law "On Education" of 10.07.1992 № 3266-1, with amendments,  the General Regulations on the educational institution of higher vocational education (higher educational institution) of the Russian Federation, approved by the Government of the Russian Federation of 14.02.2008 № 71, the Federal Law of 16.11.2011, № 318-FZ “On Amendments in Certain Legislative Acts of the Russian Federation regarding the establishment of the admission quotas for the training of citizens at the expense of the budgets of the budgetary system of the Russian Federation in the  state-accredited educational institutions of vocational and higher professional education”, the order of reception of citizens in the educational institutions of higher education approved by the Ministry of Education and Science of 28.12.2011, № 2895 (registered by Ministry of Justice of Russia of 24.01.2012, registration number 23011); Regulations of  ChelSMA  of Health Ministry of Russia, as well as other local acts of the Academy adopted in due course.

2. These Rules regulate the reception of citizens of the Russian Federation (hereinafter - the citizens, persons entering, entrants), foreign citizens, stateless persons (hereinafter - foreign citizens, persons entering, entrants) in the state budget institution of higher education "Chelyabinsk State Medical Academy" of Ministry of Health and Social Development of the Russian Federation (hereinafter - the higher educational institution, academy) for training in basic educational programs of higher education through the appropriate budgets (hereinafter - the budget places),and for training under contracts to pay for the tuition  by the juridical and ( or) natural persons (hereinafter - the contract with payment of tuition fees), and determine the features of the entrance examinations for people with disabilities.

3. Academy announces the reception of citizens to study in the specialties (fields of study), "060101 General Medicine" (qualification - a doctor, a form of training - full-time), "060103 Pediatrics" (qualification - a doctor, a form of training - full-time), "060104 Disease  Prevention" (qualification - a doctor, a form of training - full-time), "060105 Dentistry" (qualification - a doctor, a form of training - full time, part-time), "060108 Pharmacy" (qualification - a pharmacist, a form of training - full time, part-time), "030401 Clinical Psychology "(Qualification - psychologist, clinical psychologist, a teacher, a form of training - full-time)," 040100 Social Work "(Qualification - Bachelor of Social Work, form of training - full-time, part-time) in accordance with a license to conduct educational activities in these educational programs .

 4. Admission to higher educational institution to the first year of training in the undergraduate and specialist training programs is carried out:       

4.1. According to the results of unified state examination (hereinafter - USE) in general subjects, corresponding to the direction of training (specialty), to which persons with secondary (complete) general or vocational education are admitted;

4.2. According to the results of entrance examinations conducted by the Academy in the form of a written examination, for the following categories of citizens (at their request) in the absence of their exam results for the current year:

  • with secondary (complete) general education received prior to January 1, 2009;
  • with secondary vocational education - for admission to study at undergraduate or specialist programs of appropriate profile;
  • with secondary (complete) general education received in the educational institutions of foreign states;
  • with higher professional education - for admission to study at undergraduate, specialist training programs.

     If the persons entitled to be admitted according to the results of entrance tests conducted by the Academy itself, present the results of the USE on the respective general subjects, the Academy considers the results of the USE as the results of entrance examinations in such general subjects.

4.3. According to the results of the profile entrance tests conducted by the Academy orally for those with higher professional medical education.

4.4. Admission of citizens with disabilities (persons physically and (or) mentally handicapped, including the deaf, persons with insufficiency of hearing acuity, the blind, persons with insufficient vision, persons with severe speech disorders and those with  musculoskeletal system impairment and others, including persons with inborn and developed disabilities) can be performed on the basis of the results of the USE, and on the basis of results of entrance examinations conducted by the Academy itself (in case the USE results are absent). The features of the examinations are specified in Chapter V of these Rules of Admission.

4.5. The results of the USE, recognized as the results of entrance examinations in general subjects, corresponding to the direction of training (specialty)  persons are admitted to, the results of entrance examinations conducted by the Academy itself, confirming the successful passing of entrance examinations in general subjects, should not be below  the minimum number of points on the exam results in such general subjects installed  by the Federal Service for Supervision  on Education and Science, confirming the mastering of comprehensive programs of secondary (complete) general education in accordance with the requirements of the federal state educational standards.

4.6. On the basis of statistical data on the results of citizens' admission in the previous years in each area of training (specialty) the Academy has a right to install the minimum number of points in the results of the USE and entrance tests conducted by the Academy itself, confirming the successful passing of entrance examinations in general subjects that is greater than those set by the Federal Service for Supervision on Education and Science, confirming the mastering of comprehensive programs of secondary (complete) general education.

5. For training in the specialty "060 105 Dentistry," (qualification – a doctor) part-time (evening) form of tuition persons with professional dental education are admitted.

6. For training in the specialty "Pharmacy 060 108" (qualification - a pharmacist) by correspondence form of training the persons who have secondary vocational pharmaceutical and medical education are admitted.

 7. Admission to the Academy is carried out separately for Bachelor degree program and professional specialists training programs at the expense of the Russian Federation budget on a competitive basis, unless otherwise provided by legislation of the Russian Federation; persons who pay for tuition (payment is done by juridical and (or) natural persons) are admitted on a  competitive basis.

 8. Regulations for admission to the academy guarantee the right for education and enrollment of persons most capable and prepared to master the curriculum of an appropriate level.

 9. Categories of citizens who are entitled to admission to the Academy without entrance competitive examinations, on conditions that they successfully passed entrance tests, as well as having the right of priority to be enrolled for training at the expense of the respective budget of the Russian Federation, are defined by the legislation of the Russian Federation.

9.1. The right to enter the Academy without taking entrance examinations is provided to the following categories of citizens:

  • Members of the Russian Federation national teams participating in international competitions in general subjects determined by the Ministry of Education and Science of the Russian Federation;
  • Winners of the final stage of All-Russian Olympiad of high school pupils;
  • Prize winners of the final stage of All-Russian Olympiad, which profile corresponds to the direction of training (specialty).

9.2. Outside the competition the following persons are admitted to the Academy provided that they successfully passed entrance examinations:

  • Orphans and children left without parental care, as well as persons under the age of 23 years from amongst orphans and children left without parental care;
  • Disabled children,  disability groups I and II, if there is no contraindication for them to be trained in higher medical educational institutions according to the conclusion of federal agencies of medical and social assessment;
  • Citizens under the age of 20 years, having only one parent, who is disabled, group I, if the average family income is below the subsistence minimum established in the relevant area of the Russian Federation;
  • Citizens of other categories specified by the legislation of the Russian Federation.

9.3. The following categories of citizens have a priority right to enter the Academy:  

  • Citizens dismissed from military service;
  • The children of soldiers killed in the military service execution or died as a result of military trauma or disease;
  • The children of persons, who perished or died as a result of war injuries or diseases, they have received while participating in counterterrorism missions, and/or other actions to combat terrorism. The procedure for determining the persons involved in counterterrorism missions, and/or other measures to combat terrorism, is established in accordance with the federal law;
  • Citizens of other categories specified by the legislation of the Russian Federation.

9.4. In accordance with the laws of the Russian Federation persons with the right to admission without entrance test out of competition, subject to successful passing of entrance examinations, or pre-emptive right to be enrolled in university to study at the expense of the budgets of the Russian Federation can take advantage of the right (given to them only once) applying for admission to a university in one area of training (specialty) they choose.  Such persons can enter other state-accredited educational institutions of higher education on a competitive basis in accordance with the laws of the Russian Federation.

10. Winners of Olympiads for school children are not granted admission, except those specified in paragraph 9.1 of these Regulations.

11. Key figures of reception of citizens to be trained at the expense of the federal budget (hereinafter – budgetary places, key figures of reception) are established on a competitive basis for the areas of training (specialty), implemented at the Academy. The quotas for admission to the Academy will be established by the Ministry of Health and Social Development in consultation with the Ministry of Education and Science of the Russian Federation.

12. Within the budget the Academy performs target reception of students in accordance with the agreements signed with government bodies, local authorities, in order to assist them to train definite medical specialists, organizing a separate competition among them.

13. In accordance with the laws of the Russian Federation in the field of education the Academy can admit extra people for training on the basis of agreements with payment of tuition fees; the number of places is agreed with the Ministry of Health and Social Development. The total number of students in the higher educational institution should not exceed the maximum number set out in the license to conduct educational activities

II. THE ADMISSION PROCEDURE

 

14. The procedure of admission on the basis of the Unified State Examination results, as well as the results of the entrance test conducted by the Academy, and the enrollment to the higher educational institution is provided by the admission committee of ChelSMA.

The Chairman of the admission committee is the Rector of ChelSMA.

14.1. The staff, powers and procedure of the admission committee work are determined by the regulations of the committee, approved by the Academic Council of the Academy of 23.04.2010, protocol # 9.

14.2. The work of the admission committee and its paperwork, as well as the communication with applicants and their parents (legal representatives), is arranged by the secretary in chief, who is appointed by the Rector of the Academy.

14.3. To organize and conduct entrance tests for people with disabilities and persons specified in the Regulations of the Admission subparagraphs 4.2. and 4.3., the Chairman of the admission committee approves the examination and appeal committees staff. Powers and work procedure of the examination and appeal committees are determined by the regulations approved by the Rector.

 15. During admission process, established by the Russian legislation rights of citizens in the field of education, transparency and public awareness about the admission committee work, objective assessment of abilities and aptitudes of the applicants and availability of the Chairman of the admission committee at all stages of the reception are guaranteed.

 16. The Admission Committee should monitor the reliability of the information submitted by applicants. In order to confirm the authenticity of the presented information the admission committee may contact the appropriate state information systems, public (municipal) agencies and organizations.

 III. APPLYING FOR ADMISSION

 

17. The application filling up process for professional educational programs starts from June, 20.

Applicants who do not have the results of the Unified State Exam, have to register until July 5th in order to pass the USE in accordance with the arrangement for the Unified State Examination, approved by the Order of the Ministry of Education and Science of the Russian Federation on February 24, 2009 № 57 (registered by the Ministry of Justice of the Russian Federation on 26 March 2009, registration number 13600).

18. The application filling up process is completed for:

  • Persons entering the Academy according to the  results of entrance tests conducted by the Academy itself – on  July 10;
  • Persons entering the Academy only according to the results of the Unified State Exam, - on July 25.

 19. To be admitted to a higher educational institution an applicant must submit an application.

 20. To train for Bachelor degree or specialist educational programs entrants may simultaneously apply and participate in competitions of not more than 5 higher educational institutions, in 3 fields of training (specialties) in one institution. At the same time an applicant have a right to apply for different forms of education as well as for the places within the admission quotas and places for contracts with payment of tuition fees.

 21. When applying for admission to the higher educational institution an applicant submits the original or a copy of identification documents proving identity and citizenship, the original or a copy of the document of the state certificate of education (except for those indicated in the Regulations - paragraph 26).

When applying for admission to the first year an applicant may submit the original or a copy of the certificate of the Unified State Exam results.

Persons entering according to the results of entrance tests conducted by the Academy itself, submit 4 photos 3x4.

Persons, who served in the army and dismissed from the military service, must submit a military card. They have the right within one year after dismissal to use the results of the Unified State Exam, they passed 1 year before being drafted into the military service.

 22. The persons indicated in these Regulations (subparagraphs 9.1 - 9.3 of paragraph 9), submit by their choice the original or a copy of the appropriate documents while application procedure.

 23. Persons with disabilities submit by their choice the original or a copy of one of the following documents:

  • resolution of the psychological, medical and educational committee;
  • certificate of disability, issued by the federal agency of the medico-social expertise.

23.1. Children with disabilities, disability groups I and II, have the right of admission to educational institutions hors concours with successful results of the entrance examinations. Required documents (the original or a copy by their choice) are the following: issued by the federal agency of the medico-social expertise certificate of disability and the resolution about the absence of contraindications for training at the educational institution.

24. Applications for the first year are accepted from individuals with a state approved secondary (full) general education, secondary vocational education or higher professional education, as well as the certificate of initial professional education, if it has a record of secondary (complete) general education.

25. The application should contain the following mandatory information:

1)    last name, first name, middle name (latter - if available);

2)    date of birth;

3)    the details of the identification document, date and place of issue;

4)    information of the previous education and certificate of its confirmation;

5)    entrant’s choice of the field(s) of training (specialty(s),  the form of training and criteria for education (budget places within the admission quotas, contracts with payment of tuition fees);

6)    the information and results of  the Unified State Exam (if there are several Unified State Exam results, the validity of which has not been expired, the applicant points out the best results of the USE and general subjects);

7)    the  participation in the competition on the basis of entrance tests conducted by the Academy itself (for the persons indicated in subparagraphs 4.2 and 4.4 of paragraph 4 of these Regulations), if they have no USE results of the current year;

8)    the availability of the appropriate Olympiad diploma if  an entrant  is  the winner (with information about the  name of the Olympiad, details of the diploma);

9)    the presence / absence of specific rights ( for persons indicated in paragraph 9 of these Regulations) for admission to higher educational institutions established by the legislation of the Russian Federation (if available - with details of the document confirming the individual’s right);

10)   the necessity of accommodation in the hostel.

The entrant also agrees with the fact of his\her acquaintance (through a public information system) with copies of the license for educational activity, the certificate of state accreditation or the absence of such certificate and puts his\her  signature.

An entrant should put his\her signature to the following information:

  • He\She obtains higher education of this level for the first time;
  • He\She submits application to no more than five higher educational institutions;
  • He\She  is acquainted  (through a public information system as well) with the date of submission of the original state certificate of education;
  • He\She is acquainted (through a public information system as well) with the rules how to appeal;

In accordance with requirements of the Law of the Russian Federation on personal data the Academy receives, processes and sends the obtained personal data of entrants without their consent to the processing of personal data.

An entrant may use an application form exhibited on the official website of the Academy.

Having submitted the documents an applicant is given the list of received from him documents.

Upon the written request an applicant has a right to take away the original document of education and other documents submitted by him/her. The documents should be returned by the Academy during the next day after submission of the application.

In the case of submitting an application containing incomplete information established in subparagraphs 1 - 10 of this paragraph, and/or incorrect information, the educational institution gives the documents to the applicant back.

26. Persons entering the target places, as well as the persons indicated in subparagraph 9.4 of paragraph 9 submit the original documents of the state approved education as well as documents indicated in paragraph 21 of these Regulations.

27. Applicants may send an application for admission to the first year, as well as the necessary documents through the postal service (hereafter – the post).

The applicant’s documents sent by post are received and processed by the Academy not later than the deadlines established by paragraph 18 of these Regulations.

An applicant encloses the application for admission as well as the copies of identification documents proving his identity and citizenship, a copy of the state certificate of education, and other documents required by the Admission Regulations, if he\she sends documents by post.

Documents are sent by an applicant through public postal operators with the notice and a list of contents. Notification and a list of enclosed documents are confirmation for documents submission.

Submission of documents to the Academy in the digital form (by e-mail) is not envisaged.

28. The applicants who submitted false documents, are liable under the legislation of the Russian Federation. 

IV. ADMISSION TESTS

 

29. Applicants who will train in the specialty "060101 General Medicine" (qualification - a doctor), "060103 Pediatrics" (qualification – a doctor), "060104 Preventive Medicine" (qualification - a doctor), "060105 Dentistry" (qualification – a doctor), "060108 Pharmacy" (qualification – a pharmacist) must pass the following entrance tests in Chemistry (profile test), Biology and Russian.

Applicants who will train in the specialty "030401 Clinical Psychology" (qualification – a psychologist, a clinical psychologist, a teacher) must pass the following entrance tests in Biology (profile test), Russian, Mathematics.

Applicants who will train in the specialty "040100 Social Work" (qualification – a Bachelor of Social Work) must pass the following entrance tests in Russian, Social studies, History (profile test).

30. All the entrance tests conducted by the Academy itself, are finished on July25.

31. The results of all entrance tests are evaluated by a 100 point scale.

 31.1. The results of the winners of All-Russian Olympiad final stage, members of the Russian Federation national teams are recognized as the highest results of admission tests ("100" points) in these general subjects for admission to the field of training (specialty).

32. During the entrance examinations a calm and friendly environment is provided for applicants to help them show the level of their knowledge and skills.

During the admission tests it is forbidden for applicants and organizers of exams to take and use the communication devices and computer technology items (including calculators), except for cases stipulated by the normative legal acts of the Russian Federation.

 33. Final exams at the pre-higher school departments, university courses (schools) are not considered as admission tests.

 34. The schedule of entrance examinations (subject, date, time, examination group and examination room, consultations, date of announcement of the exam results) is fixed by the Chairman of the admission committee or his deputy, and the applicants are informed about it by June 20. In the schedule of entrance tests the names of examination committee Chairman and examiners are not specified.

35. Applicants take entrance tests in Russian.

36. Entrance examinations are the same for applicants in general competition, for the target places,  for admission to educational institutions hors concours, as well as the contract places with payment of tuition fees, to a certain field of training (specialty), to a definite course (except for categories of persons indicated in subparagraph 4.3 of paragraph 4 of these Regulations).

37. Persons are withdrawn from the competition, if they take their documents away after completion of admission procedure or get inappropriate results of the USE (below the fixed minimal score).

38. Persons, who missed the admission test due to a valid reason (illness or other documented circumstances), are allowed to take the USE in parallel groups the next defined date of admission tests or individually till the date of exams completion.

39. It is not allowed to an applicant to re-pass exam with another group of applicants when admission tests are conducted by the Academy itself, for each specialty (training field) of higher education.

If an applicant participates in the competition on the basis of the USE results, he is not allowed to take the entrance examinations conducted by the Academy itself.

 V. SPECIAL REQUIREMENTS FOR ADMISSION TESTS OF CITIZENS WITH DISABILITIES

 

40. If citizens with disabilities have no the certificates of the Unified State Exam results, they pass the entrance examinations outlined by the higher school in accordance with the list of admission tests, in the form of a written examination, taking into account the peculiarities of psycho-physical development, individual capabilities and health status (hereinafter - the individual characteristics) of applicants.

41. During the entrance examinations the following requirements are defined:

  • The entrance test is conducted in a separate examination room. The number of applicants in one examination room should not exceed 12 people - in case of a written entrance test; 6 people - in case of an oral entrance test.
  • More  applicants with disabilities are allowed to pass admission test  simultaneously, as well as they may pass entrance test in the same examination room together with  persons without disabilities, if it does not cause difficulties for applicants at the time  of admission test;
  • Upon the application received prior to the admission tests the duration of the entrance examinations can be prolonged, but extension of time should be no more than 1, 5 hour;
  • The presence of an assistant who provides the necessary support  to the applicants taking into account their individual characteristics (to take a place, move, read and complete a form, communicate with the examiner);
  • The print version of the Examination Regulations is provided to the applicant;
  • Taking into account the individual characteristics, the applicants are allowed to use technical items authorized for use during the examination;
  • All necessary arrangements or facilities should be provided to enable the applicants the unimpeded access to the examination room, toilet and other rooms, as well as their stay in these rooms (the presence of ramps, handrails, and expanded doorways, elevators; if there are no elevators the examination room should be situated on the ground floor; special chairs and other devices should be available).

In accordance with the categories of applicants the following requirements are defined during the entrance examinations:

a) for the blind:

  • tasks as well as instructions for the entrance examinations should be read by the assistant;
  • the assistant dictates written assignments;

b) for the visually impaired:

  • individual uniform illumination no less than 300 lux is provided;
  • if necessary magnifying device is given to the applicant;
  • tasks as well as instructions for the entrance examinations should be printed in large type 16 - 20;

c) for the deaf and hard of hearing:

  • sound-amplifying devices for  the collective use should be available; if necessary, applicants are provided with sound-amplifying equipment for personal use;

d) for individuals with severe speech impairments, deaf, hard of hearing all entrance tests can be arranged in a written form on request of the applicants;

e) for persons with impaired locomotor (severely impaired motor function of upper extremities or the upper limb absence)

  • the assistant dictates written assignments;
  • all entrance tests can be arranged in an oral form on request of the applicants.

 

VI. GENERAL RULES FOR EXAMINATION APPEAL

 

42. Having received the results (scores) of the university independent entrance test or certification tests an applicant has the right to submit a written statement to the Appeals Commission if the violation, in his opinion, of the exam protocol has occurred during the test and /or in case of his disagreement with his test scores (hereinafter - Appeal).

In case of a written test an applicant may look through his exam paper on the day of announcement of exam scores or the next day.

To look through the examination paper one of the parents or legal representative of the applicant under 18 is allowed to be present, except for under age people, who are in accordance with the law recognized sui juris while he/she is still a minor. Parents (legal representatives) must present their identification document.

43. The appeal is not a reexamination. This procedure provides only verification of admission tests scores.

44. An appeal is filed personally by an applicant the day after the announcement of the exam scores. At that time an applicant has the right to look through his examination work according to paragraph 42 of this Regulation. The Admissions Committee provides the process of appeals throughout the day (up to 17.00 p.m. of local time).

Committee will review the appeal documentation the next day after the applicant has reviewed his exam paper.

45. The members of the Appeal Commission are the representatives of the Ministry of Education and Science of the Chelyabinsk region. They work as independent experts.

46. Applicants have the right to be present while reviewing of the appeal.

Applicants must have an identification document and the Еxam Еntrance pass with the applicant’s score.

47. One of the parents or legal representative of the applicant under 18 is allowed to be present, except for under age people, who are in accordance with the law recognized sui juris while he/she is still a minor.

48. After considering the appeal the appeal commission makes a decision on the exam score.

49. If disagreement at the appellate committee occurs the voting procedure takes place and the decision is confirmed by the majority of votes. The Appeal Commission will notify the candidate of its decision. The decision protocol must be signed by the applicant. 

VII. GOVERNMENTAL AND LOCAL AUTHORITIES ORDER FOR EDUCATIONAL PROGRAM

 

Chelyabinsk State Medical Academy receives the special order from governmental or local authorities to admit applicants who will make a contract on educational program and work in the appointed district hospitals after graduation from the higher school. The academy makes a decision to admit a definite number of applicants for each specialty within admission quotas. The academy informs governmental or local authorities of the decision.

The number of applicants to each specialty must be fixed not later than one month prior to application process beginning and should not exceed 15 percent of the total number of places within the admission quotas for each area of training (specialty), except for cases stipulated by the legislation of the Russian Federation. The applicants and the public are informed through website: www.chelsma.ru; admission committee information stand.

 IX. FEATURES OF ADMISSION OF FOREIGN CITIZENS

 

63. Admission of foreign citizens to the educational institution for training in basic programs  of higher education is carried out  as prescribed by the Ministry of Education and Science of the Russian Federation in accordance with international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation by the appropriate budget fiscal system of the Russian Federation (within the limits of the quota established by the Russian Federation Government), as well as contracts with tuition paid by individuals and (or) legal entities.

64. Admission of foreign citizens to study at the expense of the appropriate budget is accomplished:  

64.1. In accordance with the Agreement on granting equal rights to citizens of member-states of the Treaty on Facilitating Integration in the economic and humanitarian spheres of March 29, 1996 to be admitted to educational institutions, approved by the Government of the Russian Federation of June 22, 1999 № 662 (Legislative Assembly of the Russian Federation, 1999, № 27, art. 3364), Agreement on Cooperation in the field of education, Tashkent, May 15, 1992 (Bulletin of  International Treaties, 1994, № 6, page 9), the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on cooperation in culture, science and education, approved by the Government of the Russian Federation of February 2, 1994 № 43 (Collection of Acts of the President and the Government of the Russian Federation, 1994, № 6, p. 465), and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation.

64.2. On the basis of the certificate of the participant of the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad, who are members of the State program to assist the voluntary resettlement to the Russian Federation of Compatriots Living Abroad, approved by Presidential Decree of June 22, 2006 № 637. 

64.3. In accordance with Federal Law of May 24, 1999 № 99-FZ "On the State Policy of the Russian Federation towards compatriots living abroad" (hereinafter - Federal law № 99-FZ). 

65. Admission of foreign citizens referred to in subparagraphs 64.1 - 64.3 of paragraph 64 of these Regulations to the educational institution to get education at the expense of the appropriate budget is carried out on a competitive basis, unless otherwise stipulated by the legislation of the Russian Federation.

66. Admission of foreign citizens to the educational institution for training under contracts with tuition paid by individuals and (or) legal entities is carried out on a competitive basis and on terms set by these Regulations.

67. During the period of submitting the applications for admission the Admission committee of the educational institution daily informs on the number of applications and the competition, organizes special telephone lines to answer all questions in the Russian and English languages.

68. Submission of documents is carried out within the time frame established by paragraphs 17 and 18 of these Regulations.

69. Applicants for admission to the first course of the educational institution may participate in the competition simultaneously in three different fields of training (specialties) of various forms of education where basic educational programs are carried on, as well as participate in the competition within the admission quotas and under contracts with payment of tuition fees.

Foreign citizens who have certificates of the results of the USE are entitled to be admitted to the educational institution on the basis of USE and apply for admission simultaneously to not more than five higher schools in three areas of training (specialties), of various forms of education, where the basic educational programs are implemented, as well as participate in the competition within the admission quotas and under contracts with payment of tuition fees.

Applicants may submit an application for admission to the first year, as well as the necessary documents through the post office (hereafter – by post).

The applicant’s documents sent by post will be considered by the Admission committee not later than the deadlines established by paragraph 18 of this Regulation.

 70. When applying for admission (in Russian) to the educational institution a foreign citizen is to submit the following documents:

  • an authentic document on education (or its duly certified copy), or an original document of a foreign state on the level of education and (or) qualifications recognized in the Russian Federation as the government certificate on education (or a duly certified copy), as well as in cases stipulated by the legislation of the Russian Federation, a copy of the certificate of this document recognition. These documents of education referred to in paragraph 71 of these Regulations should be presented;
  • A duly certified translation into Russian of a document of a foreign state on the level of education and (or) qualification and enclosures thereto (if the latter is stipulated by the laws of the State, which issued a certificate of education);
  • A copy of an identity document or the document certifying the identity of a foreign citizen in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 № 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";
  • Copies of documents or other evidence confirming the identity of the compatriot living abroad and his pertaining to the groups mentioned  in Article 17 of Federal Law № 99-FZ;
  •  4 photos 3x4.

 All translations into the Russian language should be done to the name specified in the entry visa.

71. A foreign citizen coming to study a Bachelor or a specialist training program, presents a state approved certificate of secondary (full) general education or secondary vocational education, or a document of a foreign state on the level of education and (or) qualifications recognized in the Russian Federation as a state document of secondary (full) general education or secondary vocational education.      

 72. The form and the list of entrance examinations for foreign citizens referred to in subparagraphs 64.1 - 64.3 of paragraph 64 and paragraph 66, are defined in sub-paragraph 4.2 of paragraph 4 and paragraph 29 of this Regulation.

73. If foreign citizens referred to in paragraphs 64.1 - 64.3 of paragraph 64 and paragraph 66 of these Regulations, present the results of USE in general subjects included in the list of educational institution entrance examinations to the appropriate area of training (specialty),  the educational institution takes into account the results of the exams as the results of entrance tests in such general subjects and does not allow such persons to take the entrance tests conducted by the academy itself.     

74. Foreign citizens who are eligible to receive training at the expense of the appropriate budget and are winners of the final stage of All-Russian Olympiad, are admitted without entrance examinations to the educational institution, to the fields of study (specialties), corresponding to the profile of all-Russian Olympiads.

The educational institution recognizes the results of the winners of the final stage of All-Russian Olympiad as the highest results of admission tests ("100" points) in these general subjects for admission to the fields of training (specialties) that do not meet the profile Olympiad.

75. Admission of foreign citizens to places funded by the appropriate budget, and places for training under contracts with tuition paid by individuals and (or) juridical persons is implemented in the manner and within the time frame set out in Chapter VIII of this Regulation.
